Fall, 2013 weather outlook

In the National Weather Service's October 17, 2013 update, they report ENSO (El Niño/Southern Oscillation) neutral conditions that are expected to persist in the Northern Hemisphere through spring of 2014. This means that the combination of rainfall, atmospheric winds and ocean temperature across the equatorial Pacific Ocean will create neither an El Niño nor a La Niña condition, and as a result, air temperatures and rainfall patterns in the Northern Hemisphere are expected to be roughly normal over the next…
