As we write this, Hurricane Frances has been downgraded to a tropical storm, and Hurricane Ivan is possibly on the way to the southeastern U.S. In August, 2004, scientists at the National Oceanic and Atmospheric Administration (NOAA) predicted that there was a 45% chance of an above-normal hurricane season - unfortunately, they seem to be right.
