Preventive vs. curative control and IPM

Which management strategy is more in line with IPM principles — preventive or curative? In our opinion, this is an irrelevant question. A question more in the spirit of IPM is: "Based on what we know about this particular pest and its history at this location, which strategies work the best, but are also the safest to use?"
