The National Oceanic and Atmospheric Administration, otherwise known as NOAA, has just published it's seasonal outlook for March through May of 2014, a forecast that is generated by combining information on the effects of long–term trends, snow pack, drought, soil moisture, rainfall and ENSO (El Niño Southern Oscillation). Key forecasted trends include:
