Spring weather forecast

The National Oceanic and Atmospheric Administration, otherwise known as NOAA, has just published it's seasonal outlook for April through June of 2013, a forecast that is generated by combining information on the effects of long–term trends, snow pack, drought, soil moisture, rainfall and ENSO (El Niño Southern Oscillation). Unfortunately, it points to a difficult spring for many areas of the U.S. Specifically:
